Fishing the Bighorn below people dragging their feet and kicking up bugs is called “Doing the San Juan Shuffle” (after the San Juan Worm) and may elicit smiles from locals. I never fished Little Bighorn. I had a friend who was a member of Crow Tribe who told me it was great fishing with zero fishing pressure. Tongue River system has great cutthroat fishing. Not trophy water like Bighorn River but non-stop dry fly action. Burgess Junction is nearest landmark. Also consider Shoshone west of Cody to park. I imagine the issues are safety vs increased harvest rates to combat CWD. Many use rifles for predator/coyote hunting in slug zones. I am not aware of any unsafe behavior or accidents resulting in harm to people. Some published safety guidelines for those new to rifles may be helpful. Otherwise, IMO...
